In 1989 a Uruguayan delegation chaired by Dr. Uberfil Delbene attended the 9th Latin American and Iberian Congress of Cosmetic Chemicals. In the aforementioned Congress, the work presented by Químicos de Uruguay won the third prize. On that occasion, the Latin American Associations placed their trust in the Uruguayan Chemists, entrusting them to carry out the 11th Iberian Latin American Congress of Cosmetic Chemicals in 1993 to be held in Uruguay.

In that same year the "Uruguayan Association of Cosmetic Sciences" was founded, by a group of Chemists led by Dr. Uberfil Delbene, in order to promote the advancement of Cosmetic Science, provide the means for the dissemination and exchange of knowledge and encourage scientific research and education.
